Daytona Beach Campus - College of Aviation ABOUT THE ASSOCIATE DEAN
During a 20-year military career, he served 16 years as a pilot/manager and four years with the Defense Nuclear Agency, where he served as Assistant Test Group Director on five underground nuclear weapons effects tests at the Nevada Test Site. In this position, he was responsible for writing the construction site safety and nuclear device security plans to meet both OSHA and National Nuclear Weapons Security requirements. In a follow-on academic career spanning more than 25 years, he has taught 15 separate courses (at both the graduate and undergraduate level) in both the traditional classroom, and through distance-learning technologies. Over the past 10 years, Dr. Richey has developed and taught a graduate course in advanced airport planning, which uses the most sophisticated airport and airspace modeling simulation software available. During this period of time, Dr. Richey also participated as a team leader of a group of specialized faculty that developed the plan for Embry-Riddle’s highly successful graduate and undergraduate applied aviation sciences degree programs. These degree programs were tailored to address industry needs in the specialized areas of: aeronautics, meteorology, air traffic management, aircraft accident investigation, and industrial safety. He has published an academic textbook on airline management and is a recognized expert in the field of corporate flight department management. During his academic career, he has been involved in a number of research projects where modeling and simulation technologies were used to assess and evaluate airspace and airport capacity and delay. These initiatives have included funded research programs, totaling over $700,000 dollars, from the FAA, NARI, NASA Ames Research Center and NASA Langley Research Center. From 1998 until 2002, he served as the Department Chair of the new Department of Applied Aviation Sciences and provided leadership during the critical start up phase. During this phase, he was responsible for development of curricula and implementation of four new academic degrees in three separate disciplines (Safety Science, Air Traffic Management, and Applied Meteorology). These degrees were approved by the Embry-Riddle Board of Trustees and have proven to be extremely successful. From 2002 until 2003, he served as the first Academic Dean of the NTSB Academy located at Ashburn, Virginia.
