Charles Streeter

Dr. Charles Streeter is an Assistant Professor of Project Management at Embry-Riddle Aeronautical University, Worldwide. His research centers on project controls in hybrid delivery environments, where predictive and agile methods run together inside the same program. He is especially interested in safety-critical sectors like aviation, defense, infrastructure and public-sector work, where governance and regulatory oversight stay demanding no matter which delivery approach a team uses. Much of his current scholarship looks at how planning, monitoring, and control functions should be structured when two different delivery logics operate at once, and how leaders make sound calls when the signals from those methods disagree.

Dr. Streeter came to academia after more than two decades managing large, complex programs across government and industry, most recently as Deputy Chief Technology Officer for the State of New York, where he led enterprise workplace modernization, endpoint strategy and digital employee experience for a state-wide, mobile workforce under zero-trust security and compliance requirements. Before that, he directed a multi-year, $9.6 billion finance and acquisition system transformation for the U.S. Department of Veterans Affairs, overseeing more than twenty Agile and Waterfall workstreams and hundreds of contractors across the country. He also managed a $50 million infrastructure portfolio at the Naval Nuclear Laboratory through Fluor Marine Propulsion and led a statewide PeopleSoft implementation across multiple New York State agencies.

Dr. Streeter served 21 years in the U.S. Navy, where he flew and trained crews in the hovercraft program and built and evaluated the courses that qualified them. He delivered thousands of hours of technical and leadership instruction as a Master Training Specialist and instructor evaluator, and that work shaped his classroom approach. He treats the course as a working lab, asking students to scope, plan, execute and reflect on projects that look like the high-stakes environments they will actually manage, rather than just memorizing frameworks.

He holds a Doctor of Healthcare Administration from Virginia University of Lynchburg, an MBA from Northcentral University and a Bachelor of Arts in Management from American Military University. He also holds a Bachelor of Divinity from Christian Leaders Institute and a Graduate Certificate in Biblical Studies from Liberty University. He is a certified Project Management Professional (PMP), a Lean Six Sigma Black Belt and a Prosci Certified Change Practitioner. He is a Fellow of the Project Management Institute and serves on the Board of Advisors for the Project Controls Expo.
